Liquefied natural gas expansion plans in Germany: The risk of gas lock-in under energy transitions

The German energy transition has been hailed as a role model for climate action. However, plans the construction of three large-scale Liquefied Natural Gas (LNG) import terminals are receiving strong state support. This is inconsistent with Germany’s targets, which require reduction rather than expansion natural gas consumption. In our paper, we aim to unpack connection between risk lock-in and transition. We analyse co-evolution techno-economic, socio-technical political realms sector influence actors within that process. use combination system interview data, introduce new approach triangulate material actor analysis. show four mechanisms cause support LNG in Germany: (A) geopolitical from United States, combined (B) security supply concerns due planned coal nuclear phase-out, (C) pressure wide variety private actors, (D) sunk investments existing infrastructure.
